It is recommended that an order be entered authorizing the General Superintendent or their designee to enter into a contract with Active Alarm Company, Inc for Alarm and CCTV Camera Installation, Monitoring, Maintenance, and Repair Services-District Wide. This contractor was selected pursuant to a publicly advertised Invitation for Bid. No work may commence and no payment shall be made prior to the execution of a written agreement.

Authorization: Authorize the General Counsel to include other relevant terms and conditions in the written Agreement. Authorize the General Superintendent to execute the Agreement and the Secretary to attest as to the signing of the Agreement and keep an original copy of the Agreement on file.

Bid Evaluation Detail: Lowest responsible and responsive bidder
This contract was publicly advertised as an Invitation for Bids (“IFB”). Two (2) bids were submitted and received on the due date and time and were publicly opened and read aloud. The Department of Purchasing(“Purchasing”) reviewed the (2) two bids received and found all bidders to be compliant and responsive. The Department of Security reviewed the bids and of the apparent lowest responsive bidder and it has been determined that Active Alarm Company, Inc. is the lowest responsible and responsive bidder.
V. Explanation
The Chicago Park District (“CPD”) has over 300 alarms in over 200 facilities district wide that are monitored and maintained on a 24/7/365 basis. The Department of Security is responsible to oversee the alarms, which are primarily security systems that include motion detectors, sirens, interior and exterior door alarms, radio transmitters, wireless receivers, glass break detection. In additional there are CCTV cameras and fire systems that are also included in this contract. The awardee monitors the signals from these alarms at its monitoring facility 24/7/365 with the purpose of responding immediately to an alarm trigger and to properly manage the maintenance of the alarms systems. Further, the alarm systems are inspected and maintained on a quarterly basis and as directed by the “CPD”. Lastly, repairs and installation of any alarm or CCTV camera occurs on as as-needed basis.
Active Alarm Company, Inc. has the experience and capability to perform the services required in this contract. Therefore, it is in the best interests of the Chicago Park District to award Active Alarm Company, Inc. the contract for Alarm and CCTV Camera Installation, Monitoring, Maintenance, and Repair Services -District Wide.
VI. General Conditions
1) Conflicts: The Agreement shall not be legally binding on the Chicago Park District if entered into in violation of the provisions of 50 ILCS 105, the Public Officer Prohibited Activities Act.
2) Ethics: The Chicago Park District’s Ethics Code, Chapter III of the Code of the Chicago Park District, shall be incorporated into and made part of the agreement.
3) Contingent Liability: Any agreement lawfully entered into for a period of more than one year shall be executory only for the amounts for which the Park District may become liable in succeeding fiscal years pursuant to 70 ILCS 1505/17(i).
4) Economic Disclosure Statement (“EDS”). Contractor has submitted full and complete EDS.
