I. Recommendation

 

Pursuant to Chapter XI, Section C.3.a of the Code of the Chicago Park District, the Director of Purchasing and the Director of Cultural and Natural Resources recommend that the Board of Commissioners of the Chicago Park District (“Board”) authorize the General Superintendent or their designee to exercise the second one (1) year extension option on the contract with Christy Webber & Company dba Christy Webber Landscapes for Grant Park and Museum Campus landscape maintenance services, Specification No. P-23005.

 

 

II. Initial Award Information; Authorization

Contract Period:                       Two (2) year initial term with three (3) additional one (1) year extension options.  The two-year term of the original contract began on July 1, 2023 and the first one-year extension extended the term through July 1, 2026. If the second extension option is exercised, funding shall be based upon annual appropriations.

 

Contract Amount:                       $2,294,924.00 for the initial two-year contract term or $1,147,462 per year.  Expenditures for services under each extension term will be authorized by annual appropriation and subject to each year’s budget.

 

Scope of Services:                      Provide all equipment, materials (expendable and otherwise), tools, labor, services, supervision, transportation, vehicles, fuel, and work, etc. necessary to maintain the landscape(s) of Grant Park and/or Museum Campus.

 

Authorization:                                          Authorize the General Counsel to include other relevant terms and conditions in the second extension agreement. Authorize the General Superintendent or their designee to execute the second extension agreement and the Secretary to attest as to the signing of the second extension agreement and keep an original copy of the second extension agreement on file.

 

 

III.  Performance to Date

 

Christy Webber & Company provided high quality landscape maintenance services in Grant Park and Museum Campus during the initial two-year contract term and the first one-year extension. The contractor has been responsive and performed their duties in an effective and timely manner.

 

 

IV. Current Contract Expenditures:

VI. Explanation of Recommendation for Extension

 

The Director of Purchasing and the Director of Cultural and Natural Resources request approval by the Board to authorize the second 1-year extension option to Christy Webber & Company for a new contract end date of July 1, 2027 and a Not To Exceed amount of $1,147,462 for the second extension period.

 

The Department of Cultural and Natural Resources requires the continued services provided under this contract for maintenance of Grant Park and Museum Campus.  Each year these areas are visited by millions of Chicagoans and tourists who come to enjoy the many festivals and events hosted in Grant Park, experience the Grant Park’s spectacular fountains and gardens, and visit the world class museums in the Museum Campus.  Both Grant Park and the Museum Campus have a large number of intensively planted landscapes that require significant maintenance support. 

 

Christy Webber & Company has performed their duties in an efficient and timely manner in the initial term of their contract and has the experience and capability to continue performing the services required in this contract. Therefore, it is in the best interest of the Chicago Park District to award Christy Webber & Company a second 1-year extension of their contract for Grant Park and Museum Campus Maintenance Services, P-23005.

 

 

VII. General Conditions:

 

1. Conflicts: No agreement authorized herein shall be legally binding on the Chicago Park District if entered into in violation of the provisions of the Public Officer Prohibited Activities Act, 50 ILCS 105/0.01 et seq.

 

2. Ethics: The original contract contains a provision requiring compliance with Chapter III of the Code of the Chicago Park District (“Governmental Ethics”).

 

3. Contingent Liability: Any agreement lawfully entered into for a period of more than one year

shall be executory only for the amounts for which the Park District may become liable in succeeding fiscal years pursuant to 70 ILCS 1505/17(i).

 

4. Economic Disclosure Statement (“EDS”): Contractor has submitted a full and complete EDS prior to submission to the Board of Commissioners.
