I. Recommendation

 

It is recommended that an order be entered authorizing the General Superintendent or his designee to enter into a contract with Open Kitchens, Inc. to prepare, package, and deliver daily, breakfast, lunch and/or snacks for summer food program participants in the Chicago Park District’s summer day camp as well as preparing, packaging, and delivering daily meals for afterschool programs.  This contractor was selected pursuant to a publicly advertised Invitation for Bid.  No work may commence and no payment shall be made prior to the execution of a written agreement.

Contract Period:                       One [1] year initial term with four [4] year extension options.  If the extension options are exercised, funding shall be based upon annual appropriations.

 

Contract Amount:                       $4,572,149.12 for the initial contract term.  Expenditures for services under each extension term will be authorized by annual appropriation and subject to each year’s budget.

Scope of Services:                       To prepare, package, and deliver daily, fresh and nutritious breakfasts, lunches and/or snacks to participants in the summer day camp program, as well as afterschool programs in accordance with the established Federal, State, and City guidelines and in agreement with the Illinois State Board of Education (ISBE).

This contract was advertised as an Invitation for Bid (“IFB”) on April 7, 2020.  A total of four (4) bids were received, opened publicly via Skype and telecommunications, and read aloud on the bid due date. 

 

One (1) bid was found by the Department of Purchasing (“Purchasing”) to be non-responsive with the requirements specified in the IFB and removed from consideration

 

Accordingly, three (3) bids were found by Purchasing to be both responsive and compliant.

 

 

The bids were carefully reviewed as to the content of the response relative to the project scope and total cost.  Based on the results of the bid review, it has been determined that the lowest responsive and responsible bidder is Open Kitchens.

 

 

V. Explanation

 

District-wide, the Chicago Park District (“CPD”) requires the services of a company to prepare, package, and deliver daily, breakfasts, lunches, and/or snacks to the participants in the summer day camp program.  Specifically, each day approximately 115 breakfasts, 33,000 lunches, and 27,000 snacks are prepared, packaged, and delivered to approximately 225 parks district wide for summer as well as 35,000 suppers for afterschool sessions.  The food will be delivered during the summer day camp season June 15 through August 31, 2020 and September 1 through May 31, 2021 for afterschool sessions.

 

The CPD provides the food for its summer camp program through the Summer Food Entitlement Program organized by the Illinois State Board of Education (“ISBE”).  All food must meet ISBE, City of Chicago, and federal guidelines for nutrition and food safety. 

 

Open Kitchens, has the experience and capability to prepare and deliver all food required for the summer day camp program as well as afterschool programs.  Annually, they prepare and deliver school meals to school districts all under the most stringent food safety guidelines for the past 45 years.   Moreover, they have been providing healthy and nutritious meals to summer day camps throughout the state of Illinois.  Additionally, they successfully passed the ISBE’s responsibility review as part of the IFB.  It is therefore in the best interest of the Chicago Park District to recommend Open Kitchens, Inc. for award for the Summer Food Service Program contract.

 

2020- COVID Updates

This summer season, CPD has enter uncharted territories. Offering 148 day camp locations and providing a safe summer experience to over 4,000 day campers.  During the COVID pandemic, CPD deemed it necessary to have all camp locations switched from a close food service sites to open sites, where our parks could service meals to community youth who were not enrolled in our day camp program.  Youth of Chicago can visit any of the 148 sites and receive a free lunch to grab and go.   Also with the pandemic, CPD would like to highlight the responsiveness of our vendor Open Kitchens, there has been sites due to COVID positive test and Open Kitchens has rerouted meals to provide to communities in need. 

 

VI. General Conditions

 

1. Conflicts:  No agreement authorized herein shall be legally binding on the Chicago Park District if entered into in violation of the provisions of the Public Officer Prohibited Activities Act, 50 ILCS 105/0.01 et seq.

 

2. Ethics: The Chicago Park District’s Ethics Code, Chapter III of the Code of the Chicago Park District, shall be incorporated into and made part of all agreements authorized herein.

 

3. Contingent Liability:  Any agreement lawfully entered into for a period of more than one year shall be executory only for the amounts for which the Park District may become liable in succeeding fiscal years pursuant to Section 17(i) of the Chicago Park District Act, 70 ILCS 1505/17(i).  All agreements authorized herein shall contain a clause that any expenditure beyond the current fiscal year is subject to appropriation in the subsequent fiscal year budget.
