AUTHORIZATION TO ENTER INTO A CONTRACTS FOR THE SUPPLY AND DELIVERY OF PLUMBING SUPPLIES

It is recommended that an order be entered authorizing the General Superintendent or his designee to enter into a contract with four companies for the Supply and Delivery of Plumbing Supplies-District Wide. These contractors were selected pursuant to a publicly advertised Invitation for Bid. No work may commence and no payment shall be made prior to the execution of a written agreement.
II. Award Information
Awardees: See Exhibit A for list of awardees
Contract Period: One (1) year initial term with four (4) additional one (1) year extension options.
Contract Amount: Not to exceed $1,841,363.93 for the initial contract term (see below for amounts by category). Expenditures for services under each extension term will be authorized by annual appropriation and subject to each year’s budget. DUR contract.
Affirmative Action
Goals: The Minority and Women Owned Business Enterprise participation for this contract includes: 25% MBE and 5% WBE.
Scope of Services: For the supply and delivery of Plumbing Supplies to the Chicago Park District, on an as-needed basis.
Authorization: Authorize the General Counsel to include other relevant terms and conditions in the written Agreement. Authorize the General Superintendent to execute the Agreement and the Secretary to attest as to the signing of the Agreement and keep an original copy of the Agreement on file.

This contract was publicly advertised as an Invitation for Bids (“IFB”), and there a total of 25 categories for bid, and bidders could bid on one, some, or all categories. Five (5) bids were submitted and were received on the due date and time, and were publicly opened and read aloud. The Department of Purchasing (“Purchasing”) reviewed all bids received and found bidders compliant and responsive. The Department of Facility Management reviewed the bids of each category and of the apparent lowest responsive bidders and found them to be fair and reasonable Additionally, this IFB was advertised for 33 calendar days providing prospective bidders with reasonable time to respond. Accordingly, based on the results of the bid review, it has been determined that the lowest responsive and responsible bidders are as follows:

V. Explanation
The Department of Facility Management is responsible for repairing and, maintaining Chicago Park District facilities, district wide and requires the services of companies that supply plumbing supplies to perform this responsibility on an as needed basis year round. Having to maintain several hundred facilities district wide, which have heavy use and require constant upkeep and maintenance, having these contracts in place will allow the Department of Facility Management to expeditiously meet its operational needs at a fair and reasonable price. Further, the supplies are varied and required for both indoor and outdoor maintenance including: faucets, sprinklers, outdoor drinking fountains, pipe of all types and sizes, toilets, water mains, and water heaters.
Marco Pipe & Supply Co, Inc. d/b/a Johnson Pipe & Supply Co., and Littman Industries, Inc. have the experience, capacity, and ability to supply and deliver the plumbing supplies to the Chicago Park District. Atlas & Associates, new to this commodity contract award, has experience and all have previous experience with the Chicago Park District. Further, they have the capacity to meet the delivery requirements of the Chicago Park District.
Therefore, it is in the best interest of the Chicago Park District, to award Atlas & Associates, Inc., Littman Industries, Inc. and Marco Pipe & Supply Co, Inc. d/b/a/ Johnson Pipe & Supply Co., the contracts for the applicable categories, for the supply and delivery of Plumbing Supplies- district wide, in which they are the lowest responsible and responsive bidder.
VI. General Conditions
1) Conflicts: The Agreement shall not be legally binding on the Chicago Park District if entered into in violation of the provisions of 50 ILCS 105, the Public Officer Prohibited Activities Act.
2) Ethics: The Chicago Park District’s Ethics Code, Chapter III of the Code of the Chicago Park District, shall be incorporated into and made part of the agreement.
3) Contingent Liability: Any agreement lawfully entered into for a period of more than one year shall be executory only for the amounts for which the Park District may become liable in succeeding fiscal years pursuant to 70 ILCS 1505/17(i).
4) Economic Disclosure Statement (“EDS”). Contractor has submitted full and complete EDS.
