I. Recommendation

 

It is recommended that the General Superintendent and CEO or his designee enter into a contract with SMNG-A Architects for the purpose of providing architectural design services for a new recreation center and sports fields at Addams Park.  No work may commence and no payment shall be made to the contractor prior to the issuance of a Notice-to-Proceed.

IV. Procurement Information

 

The Department of Purchasing publicly advertised in 2016 a Request for Qualifications for Design and Engineering Services.  At its April 2017 meeting, the Board of Commissioners ("Board") approved the inclusion of 24 firms in the pool of pre-qualified design and engineering firms including SMNG-A Architects.  Pursuant to the process for procuring a project identified in the Request for Qualifications, SMNG-A Architects is being recommended for this project award.  Lastly, the project procurement process requires that whenever a project award exceeds $400,000.00 the Board must first approve the award before the notice-to-proceed can be issued. 

 

V.  Explanation

 

Addams (Jane) Park is an existing park located on the Near West Side Community in in the heart of the Roosevelt Square Chicago Housing Authority development (ABLA).  The 120-acre multi-phase mixed-income development with provide more than 3,996 new residences to the University Village/Little Italy neighborhood on the Near West Side.  Upon completion of the project, an estimated 7,500 new residents (32% CHA, 25% Affordable, 43% Market) will reside in the area. 

 

The Addams Recreation Center will be a 100,000 square foot multi-purpose facility designed to combine the benefits of an outdoor artificial turf field indoors.  The building includes a multi-purpose artificial turf field, practice track, hard court space for volleyball, basketball, community rooms, with associated support functions.  Outdoor facilities include a natural turf baseball field, an artificial turf combination field for baseball, football, lacrosse, and soccer, and a walking path around the park.

 

 

VI. General Conditions

 

1) Conflicts: The Agreement shall not be legally binding on the Chicago Park District if entered into in violation of the provisions of 50 ILCS 105, the Public Officer Prohibited Activities Act.

 

2) Ethics: The Chicago Park District’s Ethics Code, Chapter III of the Code of the Chicago Park District, shall be incorporated into and made part of the agreement.

 

3)  Contingent Liability:  Any agreement lawfully entered into for a period of more than one year shall be executory only for the amounts for which the Park District may become

liable in succeeding fiscal years pursuant to Section 17(i) of the Chicago Park District Act, 70 ILCS 1505/17(i).  All agreements authorized herein shall contain a clause that any expenditure beyond the current fiscal year is subject to appropriation in the subsequent fiscal year budget.
