II. Performance to Date:
JL Corp. d/b/a Harry’s Lumber Corp. has met the expectations under this contract in the first year to supply and deliver lumber and building supplies to the Chicago Park District. Furthermore, they have the capacity to meet the delivery requirements and have done so in a timely and efficient manner to the Chicago Park District and maintained good standing as a vendor.

Amount: $56,091 (Purchase Orders Paid During Time Period)
Original Compliance Goals: The Minority and Women Owned Business Enterprise (MBE/WBE) participation for this contract included: 25% MBE and 5% WBE; however, a waiver of the MBE/WBE requirements was approved for this Vendor upon award due to the nature of the commodity and its difficulty in identifying direct participation. Inquiries with Sister Agencies found that waivers were granted for their agreements as well. Purchasing is currently working with the Vendor to identify and schedule indirect opportunities for the extension term.
V. Explanation of Recommendation
The Chicago Park District requests approval by the Board to authorize the first one (1) year extension option to JL Corp. d/b/a/ Harry’s Lumber Corp. for a new contract end date of August 7, 2026.
The Department of Facility Management is responsible for repairing and maintaining Chicago Park District facilities districtwide and requires lumber and building supplies to perform this responsibility on an as-needed basis year-round. Having these contracts in place will allow the Department of Facility Management to efficiently meet its operational needs at fair and reasonable prices allowing for the maintenance of several hundred facilities districtwide that have heavy use and require constant upkeep. Furthermore, the supplies are varied and required for both indoor and outdoor maintenance including lumber for benches, door framing, drywall, wood for gym floors and hardware products such as locks, keys, and hinges.
Therefore, it is in the best interest of the Chicago Park District to grant the first of four one (1) year extension options, with the negotiated prices and no change to the contract value, to the awarded contracted vendor of JL Corp. d/b/a/ Harry’s Lumber Corp. for the applicable categories, for the supply and delivery of Lumber and Building Materials and Supplies-Districtwide.
VI. General Conditions
1) Conflicts: The Agreement shall not be legally binding on the Chicago Park District if entered into in violation of the provisions of 50 ILCS 105, the Public Officer Prohibited Activities Act.
2) Ethics: The agreement shall contain a provision requiring compliance with Chapter III of the Code of the Chicago Park District (“Governmental Ethics”).
3) Contingent Liability: Any agreement lawfully entered into for a period of more than one year shall be executory only for the amounts for which the Park District may become liable in succeeding fiscal years pursuant to 70 ILCS 1505/17(i).
4) Economic Disclosure Statement (“EDS”). Contractor has submitted full and complete EDS.
