I. Recommendation
Pursuant to Chapter XI, Section C.3.a. of the Code of the Chicago Park District (the “Code”), the Director of Purchasing and the Director of the Department of Cultural and Natural Resources recommend that the Board of Commissioners of the Chicago Park District (the “Board”) authorize the General Superintendent or their designee to enter into a contract (the “Contract”) with Arlington Power Equipment, Inc. (the “Awardee”) for Service, Maintenance, and Repair for Small and Large Equipment districtwide. The Awardee was selected pursuant to a publicly advertised Request for Proposals (“RFP”).

Beneficial Interest: As noted in Section VI(4) below, the Awardee has submitted an Economic Disclosure Statement (“EDS”). As required by Chapter I, Section D.1(a)(1) of the Code, Section II(B)(2) of the Awardee’s EDS discloses the following persons or legal entities having a direct or indirect, current or prospective beneficial interest (including ownership) in excess of 7.5% of the Awardee:

Contract Period: Two-year initial term with three (3) additional one-year extension options. If contract extension options are exercised, funding shall be based upon annual appropriations.
Contract Amount: Not to Exceed (NTE) $2,889,800.00 for the initial term. The Contract is a DUR (Depends Upon Requirements) contract, where the actual annual spending for the initial contract term and each contract extension term are based on the Chicago Park District’s identified needs and will be authorized by annual appropriation subject to each year’s budget.
Compliance
Goals: The Minority Owned Business Enterprise (“MBE”) and Women Owned Business Enterprise (“WBE”) participation for the Contract meets the compliance goals of 25% MBE participation and 5% WBE participation. The Awardee’s proposal for the Contract includes 25% MBE participation and 5% WBE participation.
Scope of Services: Service, Maintenance, and Repair for Small and Large Equipment districtwide.
Authorization: Authorize the General Superintendent or their designee to include other relevant terms and conditions in the written Contract, subject to the review and approval of the General Counsel. Authorize the General Superintendent or their designee to execute the Contract and the Secretary to attest as to the signing of the Contract and keep an original copy of the Contract on file.

The Contract was publicly advertised as a Request for Proposals (“RFP”). A total of one proposal was submitted and was received on the due date and time. The Department of Purchasing (“Purchasing”) reviewed all proposals received and found one proposal to be responsive. The Evaluation Committee (“EC”) was comprised of six (6) total members: five (5) Chicago Park District staff voting members and one (1) Chicago Park District staff non-voting member. The EC began its evaluation of the proposal at its first meeting on July 2, 2026, where the non-financial proposal was distributed. During the same meeting on July 2, 2026, the non-financial portion of the proposal was discussed and the financial proposal was distributed. The EC decided at the conclusion of this meeting to send a request for a Best and Final Offer to the respondent. Purchasing received the Best and Final Offer on July 8, 2026, and the EC concluded its evaluation by submitting scores to Purchasing in favor of selecting Awardee.
V. Explanation
The Park District has small and large equipment that will need constant service, maintenance and and/or repair to keep it in good working condition throughout the life of this contract. The exact number of large and small equipment may vary during the contract term as new equipment may be purchased. This equipment in the Park District's fleet will need prompt service, maintenance, and repair to ensure they're in good working condition, especially during peak season. Awardee submitted a very competitive proposal that was reviewed and approved by the Evaluation Committee. Arlington Power Equipment, Inc. is the incumbent and has performed exceptional work over the past five years and has exceeded expectations. They have demonstrated outstanding professionalism, technical expertise, and a commitment to quality. They have proven to be extremely qualified to manage this contract. Therefore, it is in the best interest of the Chicago Park District to award Awardee the Contract for the Service, Maintenance, and Repair for Small and Large Equipment districtwide.
VI. General Conditions
1) Conflicts: No agreement shall be legally binding on the Chicago Park District if entered into in violation of the provisions of the Public Officer Prohibited Activities Act, 50 ILCS 105/0.01 et seq.
2) Code of the Chicago Park District: The Contract shall be subject to the Code of the Chicago Park District, including but not limited to Chapter III (“Governmental Ethics”).
3) Contingent Liability: Any agreement lawfully entered into for a period of more than one year shall be executory only for the amounts for which the Chicago Park District may become liable in succeeding fiscal years pursuant to Section 17(i) of the Chicago Park District Act, 70 ILCS 1505/0.01 et seq.
4) Economic Disclosure Statement: Awardee has submitted a full and complete EDS prior to submission to the Board.
