TITLE

 

AUTHORITY TO ENTER INTO COLLECTIVE BARGAINING AGREEMENTS WITH THE TRADES COALITION UNIONS

To: The Honorable Board of Commissioners of the Chicago Park District

 

I.                     Recommendation

 

It is recommended that an order be entered authorizing the General Superintendent and CEO or their designee to enter into collective bargaining agreements (“Agreements”) with the Trades Coalition unions containing the terms of the parties’ tentative agreement.

 

 

II.                     Authorization

Authorize the General Counsel to include other relevant terms and conditions in the written Agreements. Authorize the General Superintendent and CEO or their designee to execute the Agreements and the Secretary to attest as to the signing of the Agreement.

 

 

III.                     Budget and Financial Information

 

Funding for the wage increases and other economic terms will be allocated in each year’s designated budget.

 

 

III.                     Explanation

 

Twenty-two local unions comprise the Trades Coalition; 15 of these are active and participated in negotiations. These Unions included the Carpenters Union, Local 13; Cement Masons Union, Local 502; Glaziers Union, Local 27; International Association of Heat and Frost Insulators, Local 17; International Association of Machinist, Local 126; International Brotherhood of Electrical Workers, Local 134; International Brotherhood of Electrical Workers, Local 9; International Federation of Professional & Technical Engineers, Local 153; International Union of Operating Engineers, Local 150; Laborer Union, Local 1092; Painters Union, Local 14; Pipefitters, Local 597; Graphic Communications Union, Local 458; Sign Painters, Local 830; and the Teamsters, Local 700.

 

On February 5, 2025, the Chicago Park District and the Trades Coalition reached a tentative agreement regarding the terms of the Coalition’s Collective Bargaining Agreements, effective July 1, 2024 - June 30, 2028. By February 5, 2025, all active Coalition unions ratified the Agreements.

 

 

IV.                     General Conditions

 

1) Conflicts: The Agreements shall not be legally binding on the Chicago Park District if entered into in violation of the provisions of 50 ILCS 105, the Public Officer Prohibited Activities Act.

 

2) Ethics: The agreements shall contain a provision requiring compliance with the Chapter III of the Code of the Chicago Park District ("Governmental Ethics"). 

 

3) Contingent Liability: Any agreement lawfully entered into for a period of more than one year shall be executory only for the amounts for which the Park District may become liable in succeeding fiscal years pursuant to 70 ILCS 17(i).
